Before You Deploy AI: The Readiness Checklist You Actually Need

Some parts of an AI rollout are genuinely exciting. Picking the model. Writing the first prompts. Watching a tool do in seconds what used to take someone half an afternoon. Those parts are usually not what decides whether the rollout becomes a success. The boring parts, such as who owns the decision, what data the tool can touch, how success will be measured, and what happens when the output is wrong, do. 

What Usually Breaks When AI Rollouts Break 

Research on failed AI projects (PDF) published by RAND, an American non-profit global policy think tank, estimates that more than 80% of AI projects fail, and identifies five common root causes: 

  • Leadership failures (unclear goals, missed expectations, weak ownership). 
  • Data problems (missing, messy, or data the organization isn’t actually allowed to use). 
  • Bottom-up technology chasing (buying tools first, looking for problems second). 
  • Underinvestment in the infrastructure AI needs to run on. 
  • Trying to use AI for problems current models can’t reliably solve. 

84% of the people RAND interviewed named leadership reasons as the primary cause of failure, and more than half cited leadership and data quality together. One interviewee said that “80 percent of AI is the dirty work of data engineering.” 

RAND’s research matches what McKinsey found in its global state-of-AI survey (PDF). Only 17% of respondents reported that generative AI had a tangible impact on enterprise-wide EBIT, while 42% said the impact was too small to measure. Cisco’s AI Readiness Index adds the other half of the story by revealing that only 38% of organizations had clearly defined metrics to measure AI’s impact in the first place. 

Simply put, most AI rollouts fail because someone buys a tool before anyone defines what success should look like. 

The Five Questions to Answer Before You Deploy 

Readiness sounds abstract, but it comes down to five questions. A rollout that skips any of them doesn’t necessarily fail on day one, but it loses the ability to course-correct later because there is nothing concrete to course-correct against. 

1. What Problem Are You Actually Solving? 

The first question sounds obvious, which is exactly why it gets skipped or answered too vaguely to be useful. A real problem statement names a specific workflow, a specific bottleneck, and a specific person whose day gets better when the AI works as intended. 

Two quick examples of the difference: 

  • “We want to use AI to help with customer support” is too broad to act on. “We want to cut first-response time on tier-one tickets from four hours to one, without letting CSAT drop below 4.5” is specific enough to pilot, measure, and defend. 
  • “We want AI for our marketing” is a direction, not a goal. “Our two-person marketing team should be able to produce first drafts of weekly email campaigns in under an hour instead of half a day, with the marketing lead reviewing before send” is a goal. 

If you can’t state the problem in one clear sentence, you’re not ready to buy a tool to solve it. Getting this step right early is what separates a strategic approach to AI adoption from buying software and hoping a use case shows up. 

2. What Data Will the Tool See, Store, or Generate? 

AI tools earn their usefulness by reading things. Customer emails, invoices, internal documents, chat logs, support tickets, spreadsheets, sometimes entire inboxes. That’s also where the risk lives. 

Before deployment, every organization should know the following: 

  • What data the tool can read, store, or send elsewhere. 
  • Whether any of that data is sensitive, regulated, or covered by a customer contract. 
  • Whether the vendor trains on prompts or outputs by default, and how to disable that. 

Each of these decides how much risk actually enters the organization alongside the tool. Miss any of them and the risk doesn’t disappear. It just becomes invisible to the people responsible for it. 

FTC warns that the incentive to feed more data into AI systems can conflict with obligations to protect that data, and that employees and customers often reveal sensitive or confidential information in their prompts, including internal documents and user data. In a handful of cases, the FTC has even required organizations to delete the models and algorithms trained on unlawfully obtained data. 

For regulated organizations, the stakes go further. A defense contractor that lets an unvetted AI tool touch controlled unclassified information has a CMMC compliance problem. The same logic applies, scaled to the rules, for HIPAA, PCI-DSS, and most client data handling clauses in professional services contracts. 

3. Who Owns This Deployment? 

Before deployment, one person should be clearly accountable for deciding if the tool fits the organization, monitoring whether it’s actually working, and pulling the plug if it isn’t. That person doesn’t need to be technical, but they do need real authority. 

In practice, an owner reports to whoever holds the budget for the tool, sits with the affected team often enough to see how it’s actually being used, and has the authority to pause or cancel the deployment without asking permission.  

NIST’s AI Risk Management Framework (PDF) advises that roles, responsibilities, and reporting lines should be written down before the deployment, and the person ultimately accountable should understand what the tool is meant to do and where it stops being reliable. NIST also recommends that the same person or team shouldn’t both pick an AI tool and sign off on whether it’s working because that separation is what makes honest course correction possible. 

Ownership also can’t really be transferred to the vendor. When the tool produces a wrong answer for a customer, misroutes an invoice, or outputs something it shouldn’t have, the vendor isn’t the one calling clients, writing apologies, or explaining it to the board. 

Nor is the vendor the one on the hook legally. A joint statement (PDF) from the EEOC, FTC, CFPB, and DOJ Civil Rights Division confirms that existing anti-discrimination and consumer protection laws apply to automated systems and AI regardless of who built or operates them. 

4. How Will You Know If It Worked? 

The problem statement from question one only matters if someone goes back to check whether it was actually solved. Unfortunately, most AI rollouts never get evaluated properly. As a result, nobody knows whether it was actually worth the money. 

A usable measurement setup for most organizations has four parts: 

  • Baseline number: What does the current workflow look like today, in hours, dollars, tickets, errors, or whatever matters. 
  • Target: How much should that number move, and by when. 
  • Failure threshold: What level of output quality, security incident, or customer complaint would force a pause. 
  • Check-in date: A specific day to review the numbers and decide what happens next. 

One common mistake organizations sometimes make when evaluating AI tools is treating adoption as a substitute for impact. However, adoption only tells you people are logging in. It doesn’t tell you whether any actual work got faster, cheaper, or better as a result. 

The other frequent mistake worth flagging is measuring only the good outputs and not the bad ones. A tool that drafts 100 customer replies in the time it used to take to write 20 is a win, unless three of those drafts contained something wrong enough to lose the customer. A real evaluation tracks both sides. 

5. Is the Tool Secure Enough to Connect to Your Environment? 

An AI tool that reads your data is a new door into your systems, so it needs the same scrutiny you’d apply to any other vendor with that level of access. Before deployment, the organization should know: 

  • What permissions the tool requests inside connected systems like Microsoft 365, Google Workspace, or a CRM, and whether those permissions can be scoped down. 
  • How the vendor handles incidents, including notification timelines, logs available on request, and what happens if the vendor itself is breached. 
  • Whether the tool will be exposed to employees on managed devices only, or on personal devices too. 

Organizations in regulated industries also need to know whether the vendor is authorized to handle their data at all. DoD contractors are a clear example. Under DFARS 252.204-7012, any cloud service that stores, processes, or transmits controlled unclassified information (CUI) must be FedRAMP Moderate authorized or assessed as FedRAMP Moderate equivalent. That requirement applies to AI tools the same way it applies to any other cloud service. 

The problem is that commercial versions of ChatGPT, Claude, and most mainstream AI products are not FedRAMP Moderate authorized, including their standard enterprise tiers. Vendors usually offer separate government-oriented products or FedRAMP-authorized cloud deployments for compliant workloads, such as ChatGPT Gov, Claude for Government, or commercial models accessed through AWS GovCloud or Azure Government.
